Welcome to the Bloomington Highlands Neighborhood! We created this welcome page assist new homeowners with understanding what it means to live in a neighborhood with an active Homeowners’ Association(HOA). Listed below are some common topics facing new homeowners and a brief explanation about each item. Please take a few minutes to review each section to learn more about each topic. HOA Dues
The most common questions asked by those that pay HOA dues are, “Why do we have to pay dues?” and “What is the money used for?”
Annual dues are used to:
- Maintain common areas (i.e. lawn care, trail maintenance);
- Provide services to homeowners and the Board of Directors (property management, legal, financial, insurance, etc.);
- Help build and improve community through social events
- Fund other necessary projects in our neighborhood.
Homeowner assessments are billed to homeowners annually. Assessment invoices are typically mailed during the month of January for the current assessment year.
Payment options are check, cashier’s check, or money order through mail. Check, cash, money order, etc. can be accepted in Tempo’s office (our property management company).
Online payments can be made to Tempo Properties through the link listed on the annual invoice sent in January of each year. Please contact Tempo if you did not received an invoice and provide them with your contact information including name, email address and property address.
Please verify that payments were made by checking with bank or financial institution.
The 2022 annual dues are $104.50 and must be received by March 25th.

Architecture requests
The Declaration of Covenants, Conditions, and Restrictions (CC&Rs) of the Highlands Subdivision Homeowners Association requires that the homeowner requests approval from the Board of Directors prior to doing any exterior modifications and/or additions to your home or property.
The review process ensures that property values are maintained and the character of the neighborhood is preserved. Some examples of modifications needing approval are:
- Room Additions
- Decks and fences
- Changes of exterior colors of your home
- Sheds
- Playground Equipment
- Basketball goals
- Satellite dishes
- Major landscaping
- Etc.
Please remember that homeowners are required to submit a plat map with a drawing of where the architecture will be placed with respect to boundary lines, easements, etc. To obtain a plat map, please visit the link below.
